CORE Board Meeting Minutes - February 2015

February 26, 2014 – 7:30 PM
In attendance: Ken Boe, Clare Cassan, George Curran, Barry Ebl, Doug Manning

Meeting called to order at 7:40 PM.

1. 14 CORE PROJECTS FOR 2015

Proposed: "That 15 projects be authorized as the focus for CORE in 2015"
Moved: Doug, Seconded: Ken.

the 15 CORE projects for 2015.  They are:
Grade 5/6 Mixed Elementary Touch Rugby League
Adult Touch Rugby League
Community Youth Touch Sevens League
Touch Rugby Lessons
CORD Program
CORE Endowment Fund
Expanded Individual Memberships
Expanded Business Memberships
Corporate Sponsorships
Player/Enthusiast Registration Database
CORE Website
CORE Bursaries
CORE Support for Elite Athletes
CORE Support for Players with Financial Need
Rugby Centre of Excellence

It was recognized that we also will take on 'special projects'.  Four special projects already committed for 2015 are the (a) BC Boys High School Championship - Round 1; (b) RugbyDAZE Sevens, (c) Canada West Rugby Championships, and (d) the 2015 CORE AGM.

George Curran agreed to assume responsibility for the Player/Enthusiast Registration Database.

The motion passed.
 

2. COMMUNITY TOUCH RUGBY UPDATE

This project was identified as vital for the future of local rugby.  Three corporate sponsors have been identified (Capri Insurance, Code Three Emergency Vehicles, Columbia Bottles and Recycling).  Two individuals have agreed to take on the role of 'Lead Coach' in West Kelowna (Derek Worrall) and Rutland (Jeremy Harris).  We are looking for Lead Coaches in Kelowna, Okanagan Mission, and Lake Country. 
TO DO: Create a 'coach search' message to be sent through UBCO, Mini-Rugby, Crows, and Vicars networks. (Doug)
TO DO: Create a brochure in support of the Crows Mini-Rugby and Touch Sevens League. (Doug)

3. CORD PROGRAM UPDATE

Barry indicated that 12 players have been consistently involved in the CORD Academy.  Many parents would like to get their U14 and U16 kids involved but the Saturday morning time doesn't work for them.  This is regarded as a key service for interior kids looking for off-season opportunities to develop their rugby skills. 
TO DO: Request 6:30 - 8:00 PM time slot for an Mon. - Thur. evening in the 2015/2016 'dome' bookings. (Doug)

4. FINANCIAL UPDATE

Clare indicated all bills are paid and there is $17,781 in the bank.  We recognize that no business or corporate sponsorships have been received yet. 
TO DO: The 14 businesses from last year and 3 corporate sponsors will be invoiced next week. (Doug)

5. INDIVIDUAL MEMBERSHIPS

Doug reported that 59 people have paid their $75 memberships so far this year.  We need 110 memberships to pay for the $5,500 in financial assistance planned for 2015.  A general email has been sent to 80 potential members.  Doug and George will begin contacting individuals in March.
TO DO: Contact 80 individuals to gather at least 51 more memberships for 2015. (George, Doug) 

6. PLAYER FINANCIAL AID PROPOSALS
"That the following rules be applied for the five $500 CORE Bursaries:"
Moved: Doug, Seconded: Barry
- To receive a CORE Bursary, a graduating student must have played, coached, or managed for a Central Okanagan rugby team for a full season in their grade 12 year.
- If there are not five applicants that meet that criteria, we will direct COBSS to issue less bursaries in that year.

The motion passed unanimously.

"That the following rules be applied for the $1000 Courtney Walls Bursary":
Moved: Doug, Seconded: Clare.

To receive the Courtney Walls Bursary, a graduating SD23 student must meet all three of the following criteria:
(1) The player is a top rugby player on their team and has played a full season.
(2) The player is a good academic student.
(3) The player is well-liked by both players and teachers at the school.
The recipient will be selected by Don Bingham and Doug Manning.  If there are no worthy candidates, the bursary will not be awarded in that year.

The motion passed unanimously.

"That the following rules apply to the $2500 CORE Support for Elite Athletes":
Moved: Doug, Seconded: George.

To receive support from the Rep Player Support Fund, the following criteria must all be met:
(1) The student must be a full-time student at a Central Okanagan school or post-secondary school.
(2) The student must be nominated by a coach or team manager of a local team.
(3) The player must be selected to a provincial, national and/or non-local regional representative team.
The recipients will apply to Don Bingham.  Successful recipients will receive a $500 grant, or less if there are many eligible applicants.

"That the following rules apply to the $3000 CORE Support for Players with Financial Need":
Moved: Doug, Seconded: George.

To receive support from the Player Financial Support Fund, the following criteria must all be met:
(1) The student must be a full-time student at a Central Okanagan school or post-secondary school.
(2) The student must be nominated by a coach or team manager of a local team.
(3) The coach, manager, or parent/guardian must write a letter summarizing the financial need and what rugby means to the applicant.
The recipients will apply to Don Bingham.  Successful recipients will receive varying amounts, dependent on need and fund availability.

After a great deal of discussion regarding the nature of managing these requirements, the motion passed unanimously.

7. WEBSITE UPDATE

Doug indicated the CORE website data on the 'footer' has all been updated.  The work on the website has been delayed (again).  Doug will identify another developer if nothing unfolds in the next week.

8. CANADA WEST RUGBY CHAMPIONSHIP and RUGBYDAZE SEVENS

Doug outlined the two excellent events, both scheduled for the August long weekend.  The volunteer base appears to be good, except for referees.  Doug will clarify with both groups their volunteer needs and assemble the various teams in March.

9. RUGBY SOCIAL

George put forth the consideration of a 'social' for Crows Mini and Touch Sevens parents.  Lots of good ideas were presented around the idea.
TO DO: An outline for a parent 'social' will be presented at our next Board Meeting. (George)
